Step-by-step procedure

  1. 1Determine the type of title: "employee" (CDI/general), "temporary worker" (CDD < 12 months), "employee on mission" (intra-company mobility, ≥ 3 months of experience abroad). The choice determines the duration and the conditions.
  2. 2For the first issue, the employer files the application for work authorization in DDETS/prefecture (introduction procedure) — online via teleservice. Decision within ~3 months. This gives the authorization, on which you get the VLS-TS visa or the title.
  3. 3Upon arrival (introductions) or renewal: Apply for a title on ANEF (administration-etrangers-en-france.interior.gouv.fr). Download all documents: passport, contract, proof of residence, photo, tax.
  4. 4Pay taxes: for employee about 269 € (tax stamp 19 € + tax OFII 250 €) ; exact amounts on the ANEF portal. Some categories are exempt.
  5. 5Wait for the prefecture convocation (or France Services) for fingerprinting and card delivery. Time limit: months; in the meantime, a receipt is issued to you.
  6. 6Once the card is received, check the data: identity, type of title, duration, work authorization (employee), area (metropolis/DROM). Errors are corrected in the prefecture.
  7. 7Renewal: File 2 months before due date via ANEF. Keep all certificates. Any delay = irregular situation.

Common mistakes

  • To believe that the employer "does everything". The employer obtains permission, but the application for title is often yours.
  • Place the renewal after the expiry of the title — irregular situation, risks.
  • Do not upload all documents to ANEF — rejected file without review.
  • Do not pay taxes — the card is not issued.
  • Consolidate "employee" and "seconded employee" (transitional missions) — different conditions.
