Step-by-step procedure

  1. 1Get a medical certificate (cerfa 15695*00) from your attending doctor — he describes your condition and estimates the rate of disability. Without him, the request is refused.
  2. 2Complete the cerfa 15692*01 (application AAH) and the cerfa 13891*01 (if additional MDPH benefits are requested). Attach the medical certificate and any medical documents (expert reports).
  3. 3Drop to the MDPH (Departmental House of Disabled Persons) in your department: in person, by mail, or online at mdphenligne.cnsa.fr (if the department is logged in).
  4. 4The MDPH investigates the file — usually 4–6 months. The CDAPH (Commission on the Rights and Autonomy of Persons with Disabilities) commission sets the disability rate (0–80), guidance and benefits.
  5. 5Conditions for AAH : rate ≥ 50 %, age ≥ 20 years (or < 20 years under concordant conditions), stable and regular residence in France, resources under ceiling (for a single person) 12 144 €/year, for a couple — 24 288 €; plus 5 748 € per child).
  6. 6Amount: difference between resources and ceiling. Maximum 1 012,04 €/month (2025) — if resources = 0. If higher income, proportionally reduced payment.
  7. 7Period: AAH assigned for 1–5 years (rate 50–79 %) or 1–10 years (rate ≥80 %). Then renewal — new application MDPH.
  8. 8Supplementary benefits : ( 1 ) Increase for Autonomous Life (MVA) 104 €/month for rate ≥ 80 % in housing ( 2 ) Additional resources 179 €/month for < 60 years rate ≥ 80 % and unemployment with disabilities > 1 year; ( 3 ) PCH for human/technical aid costs.
  9. 9Accumulation with pay: possible for rate ≥80 % on a degressive scale (AAH reduced proportionally to salary). For an ESAT worker — specific device.
  10. 10For non-residents: the AAH requires a legal residence in France (residence permit or EU citizenship). Non-residents are not entitled to do so.

Common mistakes

  • Do not provide medical parts — CDAPH refuses the rate ≥50%.
  • Believing that any illness is admissible: a rate of ≥50% is required, which requires medical evidence.
  • Forget the renewal — the AAH ends if it is not renewed in time (3–6 months in advance).
  • Do not check AAH cumulation with other services (PCH, MVA) — sometimes possible, sometimes not, do simulation.
  • Consolidate AAH and pay: it is a social benefit, which does not open up the right to unemployment, but gives the right to free CSS, social housing, the solidarity pricing of transport.
