- 1Declare without delay to the police or gendarmerie: complete a declaration of loss or theft. Free document proving the incident — necessary for the consulate and insurance.
- 2For foreigners: contact the consulate of your country in France (for Russia, consular section of the embassy in Paris or consulates in the region). Make an appointment in advance via their site.
- 3File with the consulate: police statement, copies of other documents (if available), photo, request a new passport. Production time: weeks to months depending on the country.
- 4For an urgent (early departure) trip: request an emergency pass or travel document from the consulate — issued within a few days, valid for a single trip.
- 5For French citizens: file the declaration with the police, then apply for a new passport in town hall (see the dedicated guide). If abroad, at the French consulate.
- 6Cancel the stolen document: the consulate/state will enter the stolen passport in the base (e.g. SLTD from Interpol). This protects against fraudulent use.
- 7Notify insurance and the bank: if cards/documents have been stolen with the passport, block them and request replacement. Keep the receipt for compensation.
- 8For subsequent administrative procedures, use the consulate receipt or a temporary document pending the new passport.
